Bishop Thomas E. Douglas, Ph.D., M.Ed., L.P.C., is the Pastor of Holy Temple Holiness Church of
Deliverance, Inc. (Florida) and the President and Founder of the Julia Williams Multi-Purpose and Community
Outreach Center. Bishop Douglas is the Co-Chair of the Northwest Broward Community Coalition, the Boyd
Anderson High School Parent, Teacher, and Student Association (BAPTSA). He was formerly Vice President
of Family Services for Friends of Children in Broward County Florida and formerly Executive Director of
Harlem Directors Group, (HDG). Bishop Douglas also directed the Florida A & M University Space Life
Science Training Summer Program. This program placed minority researchers at the NASA Center to
experience space science research.

Mr. Douglas has a seat on various committees including, AIDS Action a national advocacy organization, the
Institute of Social Justice, South Florida Community Dream Team, Substance Abuse Commission, Boyd
Anderson Zone Initiative. He was instrumental in developing a Youth Science Fair and Drug Summit,
Faith-Based Peer Counseling, Trainer of Trainers (T.O.T), Faith-Based Peer Advocacy Prevention Training.
These training connect biblical principles with practical application. He has more than twenty seven years of
professional experience in the field research, HIV/AIDS community outreach and program development.

He is a Licensed Professional Counselor (LPC), and a certified training, psychometric assessment and test
construction. His civic-mindedness is evidenced by a list of community activities including volunteer drug
prevention and HIV/AIDS educational enhancement, efforts in metropolitan area colleges and universities, public
school system, and in local churches.

Mr. Douglas has a rich project management background. In addition to teaching, he has been the Deputy
Director for the International Training Institute. He has directed the activities of the High Risk Youth Project, an
Spiritually grounded early identification-intervention program targeted to children and adolescents with marked
vulnerabilities for addiction. He along with First Lady Shauna Whittick-Douglas are mobilizing the South Florida
area to win young soldiers for the army of the Lord.
